What this number cannot tell you
- An obligation is a promise to pay, not a payment. An agency obligates money when it signs a contract, makes a grant or a loan, or sets up a direct payment; the money can be paid weeks, months or years later, or not in full. This page counts the promises made by the Federal Mediation and Conciliation Service, by the month of the award action.
- The Department of Defense, whose awards include those of the Army Corps of Engineers, files its awards about 90 days after the action. So that every agency's month is whole, this page stops at the last month that ended at least 90 days before USAspending's latest data date. Agencies also correct their awards for weeks, so the newest months can change a little, and a month can be below zero when more money is cancelled than is awarded.
- The figures are the awards USAspending.gov holds: contracts, grants, loans, direct payments and other awards. Loans are counted as USAspending counts them, by their cost to the government. Spending that is not an award, such as the pay of the agency's own staff, is not in them.
- An award is filed under the agency that makes it, not under the agency that spends the money or the place it goes to. USAspending's fiscal years run from October to September; this page uses the calendar months.
- The values are in millions of dollars and are shown to one decimal; the change over a year compares a month with the same month a year earlier. The changes, the ranks and the highest and lowest values are ours, worked out from the stored values.
